Guidelines for implementation of Article 11

In November 2008, the Conference of the Parties’ (COP) third session in Durban, South Africa adopted guidelines for implementation of Article 11 of the Framework Convention on Tobacco Control (FCTC). The guidelines are for packaging and labelling of Tobacco Products [decision FCTC/COP3 (10)].

Work from past meetings

Draft guidelines for implementation of Article 11 were developed by a working group established by the second session of the COP (Bangkok, Thailand, 30 June – 6 July 2007). The working group comprised parties from all six WHO regions, led by Australia, Brazil, Canada, Peru and the Philippines as key facilitators.

Civil society experts participated as observers. The group held one full meeting (Manila, Philippines, 7-9 November 2007), and a second meeting of a smaller drafting group (Brasilia, Brazil, 4-5 March 2008). The draft guidelines developed by the group will be presented to the third session of the COP.
