Cigarettes kill about half those who regularly smoke them, but they are virtually unregulated. Regulators need a comprehensive characterization of tobacco products to develop meaningful regulation.

There is also widespread misunderstanding among consumers about tobacco products, their constituents, emissions and harmfulness. Therefore, governments - instead of the tobacco industry - need to control communication to consumers.
